The Trump administration is preparing a plan that could slash Colorado River water deliveries to California, Arizona, and Nevada by up to 40%, directly threatening the supply that 19 million Californians depend on for drinking water, irrigation, and daily life.

Details of the 10-year framework were disclosed this week by Arizona’s top water official, who said mandatory cutbacks could reach 3 million acre-feet annually across the three lower-basin states. The Guardian reports the reductions would be evaluated every two years once the plan is finalized in June.

The federal push comes after all seven Colorado River states missed a February deadline to reach a voluntary water-sharing agreement, leaving Washington to impose terms. The Los Angeles Times reports the river has lost roughly 27.8 million acre-feet of groundwater over the past two decades, driven by chronic overuse and a record snow drought this year.

California holds the highest water priority under the 1922 Colorado River Compact, which may shield it from the steepest cuts—but legal challenges are widely anticipated as the administration moves toward a June finalization date.

Red flag warnings are in effect through Monday evening across wide stretches of California, including the Sacramento Valley, the North Bay, and the Central Valley, as the National Weather Service flags dangerous combinations of strong winds and critically low humidity.

Forecasters say gusts of up to 45 mph and relative humidity dropping to around 7% are expected through the warning period. PG&E is weighing Public Safety Power Shutoffs in some affected areas to reduce ignition risk.

North Bay fire agencies have pre-positioned crews and held emergency coordination drills, with Cal Fire Deputy Chief John Byrne warning that wind “make fires do things that are extremely difficult to combat.” The red flag warning for Northern California runs through Monday evening, covering communities that have seen destructive fires in recent years.

Fire officials in Central California are urging residents to clear brush and maintain defensible space before conditions peak. A brush fire also broke out in Los Angeles County Saturday afternoon, a reminder that the threat spans the state.

California Attorney General Rob Bonta released a 175-page report Friday calling conditions at seven state immigration detention facilities “cruel, inhumane, and unacceptable.”

The report documents six detainee deaths in California ICE custody between September 2025 and March 2026 — the highest toll since the state began annual inspections in 2017. State investigators interviewed 194 people from more than 120 countries during two-day site visits.

Detainees reported a lack of clean drinking water, inadequate toilets, and delays in medical care for urgent conditions, according to KPBS. Otay Mesa in San Diego County faced severe overcrowding, with population surges straining intake and basic resources.

Bonta attributed the conditions to the Trump administration’s deportation campaign, which he said drove detainee populations up more than 150%. The seven facilities span from San Diego to California City; four of the six deaths occurred at Adelanto ICE Processing Center in San Bernardino County.
