Cyber Emergency Declared in Suisun City

Suisun City declared a state of emergency Saturday after malware disrupted its 911 routing, police and fire dispatch, and other city systems.

The malicious software hit the Solano County city’s network around 5:45 a.m. Friday. Officials shut down the entire IT network to contain the threat and preserve evidence for a federal investigation.

Dispatchers rerouted calls through the Solano County dispatch center, and police officers and firefighters continued responding to emergencies. The city said there was no imminent threat to the public.

The city council voted unanimously at a special meeting Saturday morning to declare the emergency, freeing up resources and helping the city of about 30,000 recoup its costs.

The city was working with the FBI, Department of Homeland Security, and the California Office of Emergency Services to investigate the attack and restore systems. As of Saturday, officials had not said how the malware got in or who was responsible.

Fuel Tanker Explodes on Highway 99

A semi-truck hauling 8,600 gallons of fuel sideswiped a stopped box truck on Highway 99 in Selma early Saturday and erupted into a wall of flames.

The Isuzu box truck had been disabled on the shoulder for about 10 minutes when the Peterbilt tanker struck it, according to California Highway Patrol Sgt. Adrian Lopez. The drivers escaped without serious injuries, and debris that hit a third vehicle left its driver unhurt.

Firefighters from Selma City Fire and CAL FIRE let the fuel burn off before clearing the scene as nearby residents watched the flames threaten their neighborhood.

Southbound Highway 99 shut down for hours, but all lanes had reopened by late Saturday night.

Colorado River Cuts Hit California

Federal officials are poised to cut California’s Colorado River supply by about 10% through 2028 after the seven basin states failed to reach a sharing deal.

The Bureau of Reclamation laid out a 10-year framework last month and is expected to impose the first two-year cut any day, trimming roughly 440,000 acre-feet a year from the state’s supply. The cuts are expected to fall on California, Arizona, and Nevada; the upper-basin states face no mandatory cuts.

The split reflects the limits of federal power, since the Interior Department can force cuts downstream but lacks comparable authority to compel cuts in the upper basin. Suppliers say the deeper problem is uncertainty, with new plans potentially due every two years.

Each basin blames the other. Arizona faults the upper states for offering no mandatory cuts, while Colorado says the lower basin failed to live within its means.

The Metropolitan Water District, which supplies cities and other retailers serving 19 million Southern Californians, says the churn makes long-term planning nearly impossible.
