Article Icon 1Lawmakers Reshape Newsom Education Plan

The Assembly Education Committee rewrote Gov. Gavin Newsom’s K-12 governance overhaul last week, advancing AB 2117, which would shift day-to-day control of California’s Department of Education away from the elected superintendent and into an appointed role, while redefining the superintendent as an oversight figure.

The amended bill agrees with Newsom that a new education commissioner should run the Department of Education. But the rewrite, authored by San Diego Assembly members Darshana Patel and David Alvarez, would empower the elected superintendent as an independent evaluator of state education programs.

Alvarez called the changes “a significantly strengthened version” of Newsom’s plan, adding accountability measures recommended by the Legislative Analyst’s Office and a PACE governance study. The California Federation of Teachers and California School Employees Association oppose the bill as a power grab.

The rewrite also expands legislative influence over education governance, including changes to State Board of Education appointments and requiring confirmation of the commissioner. All six major candidates running to succeed Tony Thurmond as state superintendent oppose shrinking the office. AB 2117 next heads to Assembly Appropriations, then the Senate.

Article Icon 1Oakland Diocese to Close 13 Churches

The Diocese of Oakland will close 13 East Bay Catholic church sites under a consolidation plan announced Wednesday by Bishop Michael Barber.

Barber attributed the move to a sharp drop in Mass attendance and Catholic school enrollment since the early 2010s, along with what he called an “all-time low” of priests assigned to the diocese’s 80 parishes. The closures span Oakland, Alameda, Fremont, Crockett, Walnut Creek, and Castro Valley.

The diocese serves 550,000 Catholics across Alameda and Contra Costa counties. It also faces ongoing financial strain from 330 lawsuits alleging childhood sexual abuse by clergy, which prompted its 2023 Chapter 11 bankruptcy filing.

Barber framed the closures as a turn toward “missionary work,” telling parishioners, “The status quo is not sustainable nor is it serving God’s people.” Affected congregations will be welcomed at neighboring parishes.

Article Icon 1Groundwater Reports Due From Valley Farmers

Today marks the first deadline for farmers in Kings and parts of Tulare counties to report groundwater pumping under stepped-up enforcement of the 2014 Sustainable Groundwater Management Act.

Growers must register and meter each well at $300 and pay $20 per acre-foot pumped, with growers under 20 acre-feet and not exporting groundwater excluded. The state placed the Tulare Lake and Tule subbasins on probation in 2024 for failing to halt rampant land subsidence.

The state Water Resources Control Board’s reporting platform, GEARS, has drawn widespread complaints from growers about its usability and temporarily went offline earlier this month. One Tule River-area resources manager said only four of his 50 attempted landowner uploads went through.

“Most of our landowners are earnestly trying to comply, but it is not working,” Travis Millwee, who manages two local irrigation groundwater agencies, said. Growers warn that major reporting gaps are likely on Day 1.
