Shipyard Fast-Track Halted

Solano County supervisors voted 3-2 Tuesday to oppose a bill that would have let developer California Forever fast-track a shipyard using an 18-year-old environmental report.

The surprise vote effectively kills the shipyard bill for this year, a setback for Gov. Gavin Newsom, whose office had led talks on it through the summer. The proposal would have allowed the shipyard to move forward without local voter approval.

Assemblymember Lori Wilson urged support, saying the county would retain local control and should “be prepared” for economic opportunity.

A Delta advocacy group, Restore the Delta, opposed the bill, warning of harm to nearby communities and ecosystems. Supervisor Mitch Mashburn, who voted no, said the plan was rushed.

Meta Settles States’ Social-Media Case

Menlo Park-based Meta agreed Wednesday to pay as much as $16.7 billion to settle claims by California and other states that it designed Instagram and Facebook to addict children.

The case, co-led by California Attorney General Rob Bonta and attorneys general from Colorado, New Jersey and Kentucky, was brought by a bipartisan group of 29 states and cut short a federal trial in its second week in Oakland.

The states accused Meta of knowingly building features that hook young users and fuel a youth mental health crisis. Instagram head Adam Mosseri, who testified this week, defended the company’s safety record.

The proposed settlement could provide California with as much as $2.1 billion and requires new safeguards, including daily usage limits for teens and rules designed to keep younger children off the apps.

California Man Arrested over Capitol Guillotine

U.S. Capitol Police arrested a 35-year-old California man Tuesday after finding a guillotine in the bed of his pickup truck near the U.S. Capitol and the Supreme Court.

Officers spotted the truck illegally parked in the 100 block of East Capitol Street around 3 p.m., according to Capitol Police.

Authorities identified the driver as Philan-Tam-Duy Le of Julian, a mountain town about 60 miles northeast of San Diego, and said he had driven to Washington from California.

He was arrested on suspicion of carrying a dangerous weapon, and Capitol Police said investigators are reviewing his background to learn why he traveled to Washington.
